Oops, my bad, V.2.3.0.38 obviously fall between v 2.2.2.3 and V.2.3.1.6 but were there any updates between those two ?

Are there plans to take BFD 2.3.1.6 from public beta to final?

It's been up there for over a year now so I'd say that makes it final.
That and the fact that BFD2 is no more. It's been taken off the site.
Obviously you can still get the boxed version elsewhere but not from fxpansion.

I own BFD2 and have 2.3.0.38 installed. I read some people having problems using 2.3.1.6 which is why I'm checking to see if there is still work to be done on this version before officially moving it from public beta to done. I understand BFD 3 is out and they will have their resources working on that. Just looking for an official answer from fxpansion on this topic.

Well I could be wrong but I'd say the fact that BFD2 is no longer for sale from fxpansion would strongly suggest that version 2.3.1.6
is the last one they'll ever be. There was talk of a possible AAX update for Pro Tools 11 but that was from users and not from any official source.
I would suggest installing 2.3.1.6 and if it causes problems just go back to V.2.3.0.38. I've installed all their beta from day one and had no issues.

Alternately you could always upgrade to BFD3 ?
